St. Stephen – Spur Line Properties Inc. has announced Best Western Plus St. Stephen Hotel & Suites will be opening in the late spring/early summer of 2021 on the waterfront in St. Stephen, next to the Garcelon Civic Center. Tom McFarlane of Spur Line Properties Inc. said they are waiting on a building permit, and then actual construction can begin. The first step of the construction phase will be pile driving and ground floor slab construction.
“We started construction on the Best Western hotel project,” said McFarlane. “Right now we’re just waiting for the building permits. The PRC, which is the committee, meets on the 18 of June for submittals and permission. At that point, we can start our process, move our site trailers in, and start construction.”
The hotel will have 80 Best Western Plus rooms, as well as 13 long-term stay apartment-style units that will be located on the fourth floor. All residents of the long-term stay units will have full access to the many amenities the property will have to offer, including private balconies with views of the beautiful St. Croix River.
The complex will also house the Spur Line Bar & Grill on the ground floor, which will offer a full service steak and seafood menu and a Starbucks coffee kiosk. There will also be the Salt River Spa with a full range of spa services, and a variety of other amenities, including a ballroom, private conference rooms, a swimming pool and hot tub, a fitness room, and an indoor PGA golf simulator.
At this juncture, the company has begun preparing the site, and has begun installing fencing. They have recently received their WAWA permit, which is a 30-meter setback environmental permit. Once they have the building permit in hand, the construction can begin on the St. Stephen property.
“Plans for construction are to start right away, and it will be a 12-month process. We plan on opening the property next June or July of 2021,” said McFarlane.
On the Best Western Plus St. Stephen Hotel & Suites, it was announced that this project will offer many jobs to local residents for the grand opening of the property next year. Some of the jobs available will be at the hotel itself, the Spur Line Bar & Grill, and the Salt River Spa. It is estimated that there will be 40 to 50 full and part-time jobs available. Job tabs have been added to the Facebook page, and positions will be posted as they become available. Most of these postings will be appearing this fall, so there will be plenty of time for staff training.
There will also be a number of positions available during the construction phase of the project. Any local trades interested in working on this project are invited to submit their contact information to firstname.lastname@example.org. Bird Construction is the general contractor, and contract requests will be tendered soon. All local trades will have an equal opportunity to submit proposals prior to final selections. It was noted that no personal construction labor positions are available at this time, but positions will be posted once the construction process begins.

McFarlane said the next phase is to open up investment opportunities for this project. McFarlane said this will gain access to the long-term stay units on the fourth floor. This opportunity is to replace other more expensive funding that has already been allocated to the project.
“We’ve secured the lenders for the full project,” said McFarlane. “We just have a couple of opportunities to offer to potential investors that would advantage the investor and/or the project. We’re using some investor programs for lower interest rates. We have to meet with people one on one.
